- Objective: Investigate Sleeper institutions looking for Seers influence, in this order: government (Hegemonic), media and intelligence (Panopticon), churches (Paternoster), police and military (Praetorian), finance (Mammon), technology (Pantechnicon). Investigation should be performed by those with access to Querelous Minds (Fate ••, Prime •), likely by having someone cast that spell on the investigators.

- How do they communicate? When not in person, what is their primary method of communication?
- Who are the Sleepers and Sleepwalkers that interact with their business on a regular basis? Are they protected?
- What resources do they have access to, individually and as a cabal?
- Find someone in the cabal who is turnable as a double agent. Ascertain dirty secrets and blackmail.
