Established by the Corellian Treaty, this group is a government without a territory. Intended to coordinate efforts at overthrowing the Empire, the Alliance Civic Government technically considers itself a guerilla government on a galactic scale. This group's purpose is simple: to facilitate the diplomatic and bureaucratic apparati necessary to allow the Alliance Forces to function effectively. They have also set themselves up as a pan-galactic government for those worlds that join, but at this point that is a purely conceptual function: there are no worlds that consider themselves members, although the governments of many worlds in rebellion (secret or otherwise) do consider themselves to be co-allies.

Organization

  • Clerks: Rank 0. Simple volunteers seeking to lend a hand in whatever fashion they might, a Civil Government clerk aids the Alliance bureaucracy in whatever way they might, lending various non-military skill sets to the Allliance's efforts. Clerks were frequently placed under the mentorship of a senior Aide.
  • Alliance Aides: Rank 1-4. The aides are the rank and file of Alliance bureaucracy, frequently shuffled about as needed: an aide's career may include basic bureaucratic wrangling for anyone from the Chancellor to a particularly pressured Alliance Command post (although Alliance Commands are usually required to staff their own postings). Talented aides–whether diplomats, computer technicians, scholars, or quartermasters–are frequently watched closely and plucked out of general service to lend their talents to a specific Cabinet.
  • Administrator: Rank 5-8. Alliance civil servants of this rank hold positions within specific Alliance Civil Ministries (Finance, Industry, Education, State, Supply, and War). Even those ministries that do not currently have Ministers still function, under the defacto leadership of the Secretary of the Cabinet. Administrators of this ranking are usually assigned work groups of aides and clerks to help get their jobs done.
  • Minister: Rank 9-11. Alliance Ministers oversee one of the six core ministries that make the Alliance run. Currently, only three of them (Finance, Industry, and Education) have Ministers. The others run with skeleton crews overseen by the Secretary of the Cabinet.
  • Secretary of the Cabinet: Rank 12-13. The Secretary of the Cabinet runs the Alliance Civil Government where the Chancellor cannot. The Secretary has an extensive bureaucracy to aid in their efforts, and the current Secretary, Senator Bail Organa of Alderaan, is already setting an impressive example for future holders of the office.
  • Chief of State: Rank 14+.

  • Ministry of Finance: The ministry in charge of securing funding for Alliance coffers.
  • Ministry of Industry: The ministry in charge of fostering production and other resource-harvesting for Alliance purposes.
  • Ministry of Education: The ministry in charge of overseeing training and education for Alliance members.
  • Ministry of State: Unfilled. In theory, this ministry will one day oversee diplomatic efforts on behalf of the Alliance, but given the Alliance's secret status at the moment, all such efforts are overseen by the Secretary of the Cabinet.
  • Ministry of Supply: Unfilled. In theory, this ministry will one day oversee the acquisition of manufactured goods for Alliance citizenry, but as the Alliance is primarily a military organization at the moment, those needs are ceded to the military Ordnance and Supply group.
  • Ministry of War: Unfilled. In theory, this ministry will one day oversee the funding and organization of Alliance military. Given that the Alliance is purely a military organization for the moment, this function is overseen by the Chief of State in her role as Commander-in-Chief.

Known Members

Unlike most other rebel operations, there are very nearly no full cells that operate diplomatically and bureaucratically within the civic government. It is largely made up of politicians and sympathizers here and there who are able and willing to lend their help. A rare body of them have moved entirely to High Command, but for the most part, most of these rebels do their work from behind the scenes, maintaining jobs as clerks, administrators, educators, politicians, and ambassadors across the galaxy.

The exception to this are the senatorial offices of both Chandrilla and Alderaan, all of whom have been carefully vetted by Alliance Intelligence. These offices have effectively been turned into the staff for the Chief of State and Secretary of the Cabinet for the civic government, and are made of up capable, loyal rebels.
