Most insurgents eventually hear rumors of some grand Alliance of rebels intended to overthrow the Empire and restore the Galactic Republic. Most dismiss these as wishful thinking and spacer tales, however - insurgency groups barely stay alive due to keeping small and unseen. The Empire would surely notice some effort to establish a Republic-in-Exile provisional government, and deal with it harshly.

At present, the Alliance divides its Contribution Ranks into a few distinct subgroups: the Alliance Civic Government, and the Alliance Forces composed of the Alliance Navy, Alliance Starfighter Command, Alliance Intelligence, Ordnance & Supply, and Support Services. In addition to this, individual Rebel cells often have their own rankings, although those ratings are often limited – those who achieve them frequently are invited to find posts within the greater Rebel Alliance, putting their skill and experience to wider benefit.

Alliance High Command

At the very top of the Alliance's structure is the Alliance High Command, a council that consists of the leaders of both the Civil Government and Alliance Forces, led by a single elected autocrat who functions as both Chief of State for the Civic Government, and Commander-in-Chief of the Alliance Forces.

  • Chief of State • Commander in Chief: Rank 14+. This position acts as an elected autocrat with full power to make decisions both bureaucratic and military. This position is up for re-election every two years, and is considered to be immediately dissolved upon the dissolution of the Empire.
  • Civic Government Members: Members include the Secretary of the Cabinet, and the six Alliance Ministers.
  • Alliance Forces Members: Members include Fleet Command, Sector Command, Starfighter Command, Intelligence, Ordnance and Supply, and Support Services.

Established by the Corellian Treaty, this group is a government without a territory. Intended to coordinate efforts at overthrowing the Empire, the Alliance Civic Government technically considers itself a guerilla government on a galactic scale. This group's purpose is simple: to facilitate the diplomatic and bureaucratic apparati necessary to allow the Alliance Forces to function effectively. They have also set themselves up as a pan-galactic government for those worlds that join, but at this point that is a purely conceptual function: there are no worlds that consider themselves members, although the governments of many worlds in rebellion (secret or otherwise) do consider themselves to be co-allies.

Organization

  • Clerks: Rank 0. Simple volunteers seeking to lend a hand in whatever fashion they might, a Civil Government clerk aids the Alliance bureaucracy in whatever way they might, lending various non-military skill sets to the Allliance's efforts. Clerks were frequently placed under the mentorship of a senior Aide.
  • Alliance Aides: Rank 1-4. The aides are the rank and file of Alliance bureaucracy, frequently shuffled about as needed: an aide's career may include basic bureaucratic wrangling for anyone from the Chancellor to a particularly pressured Alliance Command post (although Alliance Commands are usually required to staff their own postings). Talented aides–whether diplomats, computer technicians, scholars, or quartermasters–are frequently watched closely and plucked out of general service to lend their talents to a specific Cabinet.
  • Administrator: Rank 5-8. Alliance civil servants of this rank hold positions within specific Alliance Civil Ministries (Finance, Industry, Education, State, Supply, and War). Even those ministries that do not currently have Ministers still function, under the defacto leadership of the Secretary of the Cabinet. Administrators of this ranking are usually assigned work groups of aides and clerks to help get their jobs done.
  • Minister: Rank 9-11. Alliance Ministers oversee one of the six core ministries that make the Alliance run. Currently, only three of them (Finance, Industry, and Education) have Ministers. The others run with skeleton crews overseen by the Secretary of the Cabinet.
  • Secretary of the Cabinet: Rank 12-13. The Secretary of the Cabinet runs the Alliance Civil Government where the Chancellor cannot. The Secretary has an extensive bureaucracy to aid in their efforts, and the current Secretary, Senator Bail Organa of Alderaan, is already setting an impressive example for future holders of the office.
  • Chief of State: Rank 14+.

Structure

  • Ministry of Finance: The ministry in charge of securing funding for Alliance coffers.
  • Ministry of Industry: The ministry in charge of fostering production and other resource-harvesting for Alliance purposes.
  • Ministry of Education: The ministry in charge of overseeing training and education for Alliance members.
  • Ministry of State: Unfilled. In theory, this ministry will one day oversee diplomatic efforts on behalf of the Alliance, but given the Alliance's secret status at the moment, all such efforts are overseen by the Secretary of the Cabinet.
  • Ministry of Supply: Unfilled. In theory, this ministry will one day oversee the acquisition of manufactured goods for Alliance citizenry, but as the Alliance is primarily a military organization at the moment, those needs are ceded to the military Ordnance and Supply group.
  • Ministry of War: Unfilled. In theory, this ministry will one day oversee the funding and organization of Alliance military. Given that the Alliance is purely a military organization for the moment, this function is overseen by the Chief of State in her role as Commander-in-Chief.

Known Members

Unlike most other rebel operations, there are very nearly no full cells that operate diplomatically and bureaucratically within the civic government. It is largely made up of politicians and sympathizers here and there who are able and willing to lend their help. A rare body of them have moved entirely to High Command, but for the most part, most of these rebels do their work from behind the scenes, maintaining jobs as clerks, administrators, educators, politicians, and ambassadors across the galaxy.

The exception to this are the senatorial offices of both Chandrilla and Alderaan, all of whom have been carefully vetted by Alliance Intelligence. These offices have effectively been turned into the staff for the Chief of State and Secretary of the Cabinet for the civic government, and are made of up capable, loyal rebels.

The Alliance Fleet is the Rebels' most important military force. The fleet gives the Rebels the mobility and firepower it needs to legitimately challenge Imperial military forces. However, as the fleet is only a small fraction of the size of the Imperial Navy, it must pick and choose its battles very carefully. Mon Mothma has forbidden Admiral Raddus from engaging the Imperials directly in a large-scale battle (much to the curmudgeonly old Mon Calamari's irritation). By and large the Alliance lacks the means to replace capital ships or large swathes of vessels at once, so it cannot afford to undertake any action that endangers a large part of the fleet at any one time. "The Alliance can survive the loss of its central command base or its fleet, but not both," Mon Mothma is famously quoted as saying, and the Alliance's command structure agree with her.

Organization

Ranking in the naval structure is fairly straightforward.

  • Trainee: Rank 0. Trainees often serve in apprenticeship roles alongside petty officers, but more and more the Alliance Fleet is arranging dedicated training programs where trainees can quickly be taught what they need to know.
  • Deckman: Rank 1. Deckmen are the rank and file aboard navy vessels.
  • Senior Deckman: Rank 2. Senior deckmen are effectively the same rank as deckmen, but are looked to by their superiors to lead as examples to their fellows, while their superiors watch for those with the making of leaders.
  • Petty Officer: Rank 3-4. The earliest command position, petty officers may operate as captain of a small vessel of about patrol boat or transport size, but more likely serve as mid-level command aboard a larger vessel.
  • Chief Petty Officer: Rank 5-6. Chief petty officers may hold command of naval freighters, or may oversee a section of petty officers and their crews aboard a larger vessel.
  • Ensign: Rank 7-8. An ensign may be given command of a corvette or frigate, or serve as bridge crew aboard a larger vessel.
  • Lieutenant: Rank 9. Like an ensign, a lieutenant is likely to be given command of a corvette or frigate, or to serve as bridge crew aboard a larger vessel.
  • Commander: Rank 10. A commander is the lowest rank that is given command of one of the Alliance's few capital ships. They are also likely to be given command of a fleet section (see Structure, below).
  • Captain: Rank 11. Captains are usually the commanding officers aboard Alliance capital ships, and may be given command of a squadron.
  • Admiral: Rank 12+. Admirals are given command of capital ships, and usually the squadron attached to that capital ship. Admirals senior enough to be entrusted with a battle group are referred to as "line admiral."

Structure

The Fleet's structure is not permanently organized into specific ship models or designs, unlike the Imperial fleet. Elements of the fleet are combined on an ad hoc basis, building specialized groups to tend to specific Rebel missions, and then reabsorbed into the greater fleet afterwards. This makes the fleet available across the galactic disk, whether tending to specific missions for High Command, or allocated to other Alliance forces (notably Sector Commands). Some of the organized groupings include:

  • Element: 1 vessel. A single starship is known as an element, commanded by the vessel's captain.
  • Section: 3-12 vessels. A cluster of up to a dozen starships. Heavy cruisers are rarely available for such a small command (though specialized missions might warrant one or two of them). More often, a section is made up of 3-8 corvettes, frigates, or similar light capital ships. If the section is made up of both capital vessels and close-support ships, it is called a flotilla. The most senior vessel's captain acts as the commander.
  • Squadron: 12-36 vessels, plus support units. Four sections are combined into a squadron, using such elements as a line of capital ships, a section of escort ships, or a picket line of armored freighters. The squadron is the most common fleet detachment assigned to general Alliance missions – any task that requires more than a squadron to accomplish is usually under the command of Fleet Command itself. Squadrons are commanded by a senior captain or admiral, as directed by Fleet Command or Alliance High Command. Sector Commands with squadron-level resources usually rank its commander as a commodore.
  • Battle Group: 48-72 vessels, plus support units. Two to four squadrons may be combined into a battle group under the command of a line admiral.
