- 1 given to the elder of the Keepers of Accord
- 2 given to the emissaries of Brazenvale
- 3 to Sidhe lords of Arilan Atrin
- 3 to Councilors of Gauntpeak
- 2 to Xanastyran ambassadors
- 1 to the head of the Gruenmar Levy
- 2 to the Merchant Guilds
- 2 to the Temples of Liminal
- 1 to the Speaker of the People.
Seats are filled by a vote from the other members of the Accord.
